Verizon Applies for Cable TV Franchise in the District of Columbia
The District of Columbia's Cable Franchising Process
DC Official
Code Sections 34-1254.02 through 34-1254.06 establish the following
process for awarding a new cable television franchise in the District:
- An application
is filed with the Office of Cable Television (OCT) and that application
is reviewed by OCT to ensure compliance with the statutes;
- OCT determines
whether the applicant has the ability, willingness and commitment
to construct, operate and maintain a state-of-the-art cable system
in the best interestes of the District and its residents;
- After the
determination by OCT that the applicant meets the criteria for
being "able, willing and committed," OCT commences negotiations
with the applicant for the purpose of reaching Proposed Franchise
Agreement;
- If OCT and
the applicant reach a Proposed Franchise Agreement, the DC Council
and the Mayor determine whether they will accept OCT's recommendation
to approve the application and agree to the Proposed Franchise
Agreement.

before December 27, 2007.
